GENERAL DESCRIPTION
The Budget division is seeking a Budget Analyst whose work will involve budget preparation and analysis work for the division at the Office of the Attorney General (OAG), a state agency with a large and increasingly complex budget of over $1.5 billion biennially. Work involves preparing, reviewing, and analyzing budgets and performance measures for assigned client divisions within the OAG, and in accordance with statutory, program, and appropriation authority. Comprehensive training in state government budget processes and best practices will be provided as needed to ensure the long-term success of the selected candidate. Duties may also include assisting in the preparation of the Biennial Operating Plan, Information Technology Detail and Advance Planning Document.
Unusual Working Conditions:During the biennium, critical target dates for the completion of work projects or gathering information to respond toquestions from internal management, other state agencies, or state legislators may require the need to work extra hours.
This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.

ESSENTIAL POSITION FUNCTIONS
Budget Analyst III:
Performs highly complex (senior level) budget analysis and preparation
Performs forecasting activities utilizing trend analysis and other forecasting methodologies
Provides advice and assistance to client OAG divisions
Provides financial and analytical support including preparing and evaluating cost analyses for administrative and legal operations and projects
Maintains effective communications and good working relationships with all internal and external interfaces
Coordinates and oversees operating and project budgets
Reviews budgets for accuracy and recommends adjustments for more effective use of funds
Certifies available funds for expenditures in accordance with guidelines
Manages operational increases, projects, initiatives
Examines operating budgets to determine whether funds have been properly allocated
Maintains trend data and prepares graphs, reports, and forecasts
Participates in reviewing, evaluating, and preparing requests for funds
Administers position control functions in accordance with approved staffing patterns
Examines operating budgets to determine whether funds have been properly allocated
Assists in the preparation of and/or directly prepares schedules for monthly budgetary reports, special budgetary ad-hoc reports, management reports, biennial state Operating Budgets, Legislative Appropriations Requests, internal operating budgets, requests for federal funding, quarterly binding encumbrances, and quarterly performance measures
Performs related work as assigned
Maintains knowledge of the State of Texas General Appropriations Act and other statutes/policies and procedures affecting agency budget

Qualifications: MINIMUM QUALIFICATIONS
Budget Analyst III:
Education: Graduation from high school or equivalent
Education/Experience: Bachelor's Degree with 3 years of relevant full-time experience; or associates degree with 60 college credits with 4 years of relevant experience; or 6 years of relevant full-time experience; may substitute a masters degree from an accredited college or university for two years of the required experience
Knowledge: Generally accepted accounting principles or budget practices and procedures
Advanced Skill: Compiling and analyzing voluminous technical information and clearly communication information for Executive Management decision making
Skills: Using a computer for word-processing for data entry/retrieval, and spreadsheet software (proficiency in Microsoft Word and Excel)
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Advanced Ability: Preparation of concise financial/statistical reports
Ability to effectively interpret and understand goals, objectives, and strategies consistent with the strategic plan and agency budget structure
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.

Education/Experience: Bachelor's Degree with one additional year of relevant full-time experience (4 years); or associate's degree with 60 college credits hours with one additional year of experience (5 years); or one additional year of relevant full-time experience (7 years); may substitute a masters degree from an accredited college or university for two years of the required experience
PREFERRED QUALIFICATIONS
Budget Analyst III:
Education/Experience: Bachelors Degree in relevant field with 3 years of relevant full-time experience; or bachelors degree with masters degree and 2 years of State government experience; or 7 years of relevant full-time experience, including 3 years State Government experience
Budget Analyst IV All of the above preferred qualifications for a Budget Analyst III, PLUS:
